Refrigerant pressures, compressor amperage, superheat and subcooling, and overall system performance are all measured under load — and none of those readings exist when the compressor cannot start.

Guessing past that point would not be honest diagnostics. The compressor itself has not been condemned: there is no documentation showing it has failed. What is documented is that it could not operate because of the wiring fault and contactor issue found during the inspection.

Correct the electrical faults first — repair the damaged wiring and replace the contactor — so the compressor receives proper power. Only then can the compressor and the full refrigeration circuit be evaluated under normal operating conditions, and any further refrigeration-side issues confirmed or ruled out.
